Consultation Services
PeopleFirst Consulting provides multidisciplinary consultation services that support clinical care, organizational effectiveness, and public policy advancement within mental health and social service systems. Our work spans clinical consultation, systems integration, organizational change, and mental health policy guidance at the local, county, and state levels.
We offer lead clinical consultation for Enhanced Care Management (ECM) programs, supporting organizations that serve individuals with complex medical, behavioral health, and social needs. In this role, we strengthen clinical decision-making, interdisciplinary collaboration, care coordination, and trauma-informed practice across healthcare and community-based systems.
In addition to clinical consultation, PeopleFirst Consulting provides public policy consultation focused on mental health services. We work with organizations, coalitions, and community partners to inform policy development, implementation, and systems change that improve access, quality, and equity in mental health care. Our policy-related consultation supports efforts at the local, county, and state levels, with an emphasis on translating frontline clinical realities into effective policy and practice.
PeopleFirst Consulting specializes in bridging communication gaps across complex systems, including government agencies, healthcare systems, nonprofits, community-based organizations, social impact businesses, and consumers. We frequently support organizations during periods of transition such as program expansion, system integration, mergers, acquisitions, and organizational culture or branding shifts.

Based on this assessment, we develop customized recommendations and actionable strategies that support informed decision-making, strengthen operations, and advance programmatic and policy goals.

Consultation with Optional Add-Ons Package
Our Consultation Services offer expert guidance informed by clinical expertise, systems-level leadership, and mental health policy knowledge. We provide tailored recommendations, strategic problem-solving, and practical insights to support organizations navigating complex clinical, operational, and policy-related challenges.
Each engagement begins with a comprehensive assessment of the client’s needs, including clinical practices, organizational structures, cross-system collaboration, and relevant policy considerations. Based on this assessment, we develop customized recommendations and actionable plans designed to strengthen service delivery, support informed decision-making, and advance organizational and systems goals.
Clients may also choose to enhance their consultation experience through optional add-on services. These may include extended consultation support, in-depth program or systems analysis, facilitation services, workforce or leadership training, or specialized guidance related to Enhanced Care Management (ECM) programs or mental health policy initiatives.

Full-Service Consultation
Package
Our Full-Service Consultation Package provides a seamless, comprehensive solution for organizations and programs seeking expert guidance, strategic support, and practical implementation. The process begins with an in-depth consultation to assess specific needs, goals, and challenges—including clinical workflows, organizational dynamics, cross-system collaboration, and policy considerations.
From there, we develop tailored recommendations and actionable strategies designed to strengthen service delivery, support program effectiveness, and advance organizational or policy objectives. During the implementation phase, our team provides hands-on support, project management, and guidance to ensure plans are executed effectively and efficiently.
Ongoing follow-up ensures continued support, monitoring, and adjustment as needed—allowing us to track progress, address challenges, and ensure sustainable success. This end-to-end approach empowers clients to navigate complexity, implement meaningful change, and achieve their objectives across clinical, organizational, and policy domains.
Cost of Service:
Monthly Retainer Starting at $1000 with any supplemental services/supports provided starting at $100 per hour.
